Shotgun incident leads to charges
SCHENECTADY — A man accused of threatening his girlfriend with a shotgun faces multiple charges, authorities said.
Sevelle Graham, 23, of Main Street, was charged Monday with one count of third-degree criminal possession of a weapon, a felony, along with second-degree unlawful imprisonment, criminal obstruction of breathing and second-degree menacing, all misdemeanors.
Graham is accused of threatening a woman just before 4 a.m. Monday, displaying the shotgun and loading it. Graham is also accused of telling her “You think you can disrespect me? I’ll show you,” according to papers filed in court.
Graham has a prior criminal conviction, increasing the weapon charge to a felony.
A second man, Alexander X. Turner, 19, of Swaggertown Road, Glenville, was also charged related to the incident, accused of lying to police, telling them he did not know where the shotgun was. After a police search and further questioning, Turner led offi cers to the basement and showed them the location of the shotgun, according to papers filed in court.
He faces one count of tampering with physical evidence, a felony.

Pair accused of house burglary
SCHENECTADY — Two people face burglary charges, accused of breaking into a vacant Porter Street home this week, authorities said.
Edwin I. Toro, 50, of Windsor Terrace, and a woman whose name is listed two different ways in paperwork were charged with thirddegree burglary, a felony.
They are accused of breaking into the vacant home to look for tools, according to court papers.

Police: Woman hit man with figurine
SCHENECTADY — A city woman faces a felony assault count, accused of throwing a ceramic angel figurine at her boyfriend, causing a small cut, authorities said.
Anna Austin, 28, of O’Dell Street, was charged Monday with one count of second-degree assault, a felony.
She is accused of throwing the figurine just after midnight Monday. Her boyfriend was treated by paramedics at the scene.

Police: Tossed log draws felony charge
SCHENECTADY — Damage to a car from a tossed log has resulted in a felony charge against a city man, authorities said.
Samuel Gonzalez, 29, of Elder Street, was charged Monday with one count of third-degree criminal mischief, a felony.
He is accused of throwing the log on Bradford Road Monday evening, causing an estimated $400 in damage to a car, according to papers filed in court.

Student allegedly set fires in school
SCHENECTADY — A student at Schenectady High School faces an attempted arson charge for allegedly setting two small fi res in the school Thursday, authorities said.
Cody J. Slingerland, 16, of Seneca Street, was charged with one count of second-degree attempted arson, a felony.
He is accused of lighting a piece of paper on fi re and throwing it into a girls’ bathroom while a girl was in the bathroom, according to papers filed in court.
Slingerland is also accused of setting another fi re in the boy’s bathroom, using a paper towel. That fire was stomped out by a hall monitor, according to papers.

Man accused of cutting woman
SCHENECTADY — A city man stands accused of using a knife to cut the side of a woman’s neck, authorities said.
Ulysses Grevious, 44, of Moyston Street, was charged Wednesday with one count of second-degree assault, a felony.
He is accused of cutting the side of the victim’s neck just after 8 p.m. at a Moyston Street residence, according to papers filed in court.
Grevious is also accused of biting the victim’s right thumb, breaking the skin, and causing scratches and welts on the victim’s neck. The victim was treated at Ellis Hospital for her injuries, according to papers.

Woman allegedly had forged checks
SCHENECTADY — A city woman passed forged payroll checks at the Niskayuna Price Chopper, authorities said.
Jackie W. McGonigle, 28, of Craig Street, faces two counts of second-degree criminal possession of a forged instrument, felonies.
She is accused of passing the forged checks in June 2011, according to papers filed in court.

Man faces charge of tampering
SCHENECTADY — An investigation into a domestic incident has led to a felony allegation that a man lied to police to conceal a shotgun.
Alexander X. Turner, 19, of Swaggertown Road, Glenville, was charged Monday with one count of tampering with physical evidence, a felony.
He is accused of lying to police early Monday on Main Street, allegedly telling them he did not know where the shotgun was. After a police search and further questioning, Turner led officers to the basement and showed them the location of the shotgun, according to papers filed in court.
The outcome of the original domestic incident was unclear.

Woman accused in apartment break-in
SCHENECTADY — A Coeymans woman broke into an apartment, authorities said.
Samantha L. Bray, 21, was charged April 20 with one count of seconddegree burglary, a felony.
She is accused of breaking into the Robinson Street apartment about 7 p.m., damaging the apartment door and then taking a watch, according to papers filed in court.

Markedia T. Shropshire, 25, of 732 Bridge St., was charged on April 6 with third-degree criminal possession of a controlled substance and third-degree criminal sale of a controlled substance.
Andrew G. Yarter, 35, of 2033 Lenox Road, was charged on April 6 with fourth-degree criminal mischief and second-degree harassment.
Cezell Stallings, 51, of 1096 Forest Road, was charged on April 7 with second-degree criminal contempt.
Alyssa L. Ballard, 20, of 1859 McClellan St., was charged on April 7 with fourth-degree criminal mischief.
Anthony J. Volino, 36, Queensbury, was charged on April 7 with first-degree criminal contempt and fourth-degree criminal mischief.
Jason E. Georgopulos, 29, of 43 Division St., was charged on April 8 with fourth-degree criminal mischief and criminal obstruction of breathing and blood circulation.
Zachary S. Kielty, 21, of 1165 Hildebrandt Ave., was charged on April 8 with second-degree aggravated harassment.
Bobbie N. Steele, 43, of 7 Seneca Court, was charged on April 9 with seventh-degree criminal possession of a controlled substance.
Kathleen J. Buzzell, 31, of 837 Harrison Ave., was charged on April 9 with possession of a hypodermic instrument and second-degree criminal impersonation.

Greenmarket focus of next housing fair
SCHENECTADY — The city’s third housing fair will begin by showcasing one of Schenectady’s best new programs: the Greenmarket. City and school officials will gather at the farmers market at Proctors to greet prospective buyers before they tour the houses that are for sale. The event begins at noon Sunday.
As in the previous fairs, officials will discuss the city’s successes and problems in an attempt to win over buyers who hesitate to live in a city.
This time, Building Inspector Eric Shilling will also be on hand to discuss the city’s new code enforcement initiatives. Also, KeyBank officials will explain how current homeowners can use the Key to the City mortgage program to get rehab loans to bring their houses up to code.

Man faces felony assault charge
SCHENECTADY — A city man faces a top-level assault count for allegedly bashing another man, authorities said.
Ephriam Feliciano, 51, of 842 Grant Ave., was charged Sunday with one count of first-degree assault, a felony.
He is accused of hitting another person in the head with an unknown blunt object that day, causing a 3-inch cut on the victim’s head and bleeding on the brain, according to papers fi led in court.
The victim was treated at Ellis Hospital.

Woman accused of posting bad check
SCHENECTADY — A city woman stands accused of stealing more than $1,000 by depositing a bad check.
Patricia Daniels, 42, of 1209 Congress St., was charged Wednesday with fourth-degree grand larceny, a felony.
She is accused of depositing the bad check at Trustco Bank in February, taking a total of $1,067, according to papers filed in court.

Police say man had forged checks
SCHENECTADY — A city man has been charged with possessing forged checks.
Charles W. Miller, 19, of 1009 Howard St., was arrested Monday and charged with second-degree forgery and three counts of fifthdegree criminal possession of stolen property, all misdemeanors, according to papers filed in court.
He is accused of forging a signature on a check and then cashing the check March 6 at the Price Chopper on Eastern Parkway. He is also accused of possessing two other checks without the owner’s permission, according to papers filed in court.

Officer injured in domestic dispute
SCHENECTADY — A city man faces a felony charge for allegedly injuring an officer arresting him after a domestic dispute, authorities said.
Roland B. Vuignier, 31, of 2517 Englewood Ave., was charged April 14 with second-degree assault, a felony, along with misdemeanor contempt, criminal mischief and obstructing governmental administration.
He is accused of violating an order of protection by blocking a woman and her daughter from leaving the scene of a domestic dispute and then taking another woman’s cellphone and breaking it as she tried to call police.
Vuignier is accused of fighting with police as they arrived, injuring Officer Christopher North’s foot, according to papers filed in court.

Stop leads to drug, weapons charges
SCHENECTADY — A traffic stop Thursday led to a man’s arrest on weapons and drug charges, authorities said.
William F. Daley, 42, of 1833 Eastern Parkway, was pulled over at Liberty and Lafayette streets just after 10 a.m. Thursday, according to papers fi led in court, and was found to be in possession of six oxycodone pills not prescribed to him.
He was also found to have a blackjack and a billy club, weapons he is barred from possessing due to a prior felony conviction, according to the court papers.
Daley was charged with two counts of third-degree criminal possession of a weapon, felonies, along with one count of seventhdegree criminal possession of a controlled substance and a violation of public health law.

Man charged with trying to ditch drugs
SCHENECTADY — A man got himself in deeper trouble this week as he tried to get rid of drugs and is now facing a felony charge, authorities said.
Justin Gage, 38, of 13 Banker Ave., Scotia, was arrested Tuesday after a traffi c stop at State and South Church streets, according to papers filed in court.
During the traffi c stop, Gage took a small, clear bag of a white, powdery substance and threw it down a storm drain after pushing an officer, according to papers filed in court. The bag was recovered by police and its contents tested positive for cocaine, according to papers filed in court.
Gage was charged with seventh-degree criminal possession of a controlled substance, a misdemeanor, and tampering with physical evidence, a felony. He also faces a count of resisting arrest, a misdemeanor.

12309 MEETING
SCHENECTADY — The 12309 Neighborhood Association will hold its next business meeting at 7 p.m. Tuesday (April 24, 2012) at the Price Chopper Community Room, 1639 Eastern Parkway.
Current and prospective board members from the Schenectady City School District will be the guest speakers.
Topics covered will include high school dropout prevention and current rates, teacher evaluation, parent and neighborhood partnerships to support the schools and plans to address issues such as gangs, violence, bullying, drugs/substance abuse and sexual assault.
This meeting is open to the public.

City getting arrest warrants for code scofflaws
Police say they’ve charged 10 so far

SCHENECTADY – Those who abandon their properties and don’t show up in court are now getting arrested.
Mayor Gary McCarthy has ordered police to begin arresting those who refused to show up in court this month to answer summons for alleged code violations.
“We just have to get the message out there that we cannot have people who thumb their nose at the system and have callous disregard for community standards,” McCarthy said.
The Law Department began an aggressive effort to clean up the city by hauling the owners of what they called the city’s 100 worst buildings into court this month. About 50 percent didn’t show up.
For the most part, those owners have abandoned their buildings, but some have continued to rent them out, despite doing no work to maintain the property.
“That’s more frustrating, where people are collecting rent and not putting any money back into it,” McCarthy said.
After so few came to court, judges signed dozens of arrest warrants. McCarthy told police to give those warrants priority, and in less than a week, police spokesman Sgt. Mark McCracken said, offi cers have arrested about 10 of the owners.
“We’re starting to put special emphasis on the code violation warrants,” McCracken said. “It’s almost a daily occurrence.”
McCarthy is hoping the pressure forces owners to take action.
“I want them out of the business,” he said, referring to owners who buy rental property as an investment but don’t maintain the buildings.
As for those who have simply abandoned their property and left it vacant, he wants them to sell or make repairs.
Blighted buildings bring down the value of surrounding properties, he said, but he’s also concerned that they encourage crime.
Prostitutes and drug dealers have set up shop inside some houses, and others have become enticing prey to thieves looking to steal copper pipes. “These properties tend to create an atmosphere for criminal behavior,” McCarthy said. “People have to take code enforcement seriously.”
The arrests are the latest in a series of housing-focused changes under McCarthy’s administration.
Code enforcers are also doing publicized neighborhood sweeps for violations. While they leave courtesy notices for residents with minor problems, they are also boarding up houses and fixing hazardous conditions. They hammered down loose sheet metal on a roof earlier this month, among other work.
The Law Department is reviewing 750 abandoned properties with long-delinquent tax bills and may foreclose on hundreds of them this year. The final list will be available in three weeks.
The department is also taking hundreds of owners to court on accusations they have abandoned their properties. Owners have been found as far away as Florida and Minnesota.
McCarthy is also trying to entice new owners to Schenectady.
The city has partnered with Key-Bank, which is offering a special mortgage program through Key To The City.
McCarthy has also directed key city workers — including the police and fire chiefs — to attend monthly city-wide open houses so they can answer prospective buyers’ questions about life in the city. So far, Realtors have reported selling five or more houses during each open house, and about 40 houses overall in the last three months.
